Hi,

Kendo UI is licensed software. What are the licenses behind? Is it required to have own licenses of Kendo UI to make any changes to nopCommerce or to distribute nopCommerce to our customers?

nopCommerce is using the open source version (GPLv3) of Kendo UI as can be found here.
So there is no need for you to buy a license for your customers.

when will you make it a complete multi-language solution?
I mean I really love your work but you can't use a forgien langauge like french
and keep the shipping methods, the sizes, the weights, the payment options
still in english. it is not complete and I can't belive you did not update it.
