Could not load file or assembly 'nop_app' or one of its dependencies

the issue that is preventing us from building successfully on our local machine:
Could not load file or assembly 'nop_app' or one of its dependencies.
The assembly is built by a runtime newer than the currently loaded runtime and cannot be loaded.

Can anyone tell me about this DLL: nop_app.dll? Any ideas how to get through this?

I as think there is no nop_app.dll in nop( version >2.0), what's nop version you are taking about?
