upgrade from 3.1 to 3.5 lost functionality of OrderPlaced.StoreOwnerNotification template

Since the upgrade, we have not been receiving the Store Owner Notification email for orders placed.
We do receive a copy of the Customer email when an order is placed.

I have not seen any posts related to this - so assume this is just a problem with my config, but I can't figure out what is wrong.

The emails are NOT in the queue.
There are NOT any errors in the Log.

Ideas? Much appreciated!

answering my own question in case someone else runs into this.
in 3.1 the email addresses for (some) templates was obtained from StoreInformationSettings, but in one of the 3.x updates this logic was removed. Now the email is determined by the email account defined for the template.
