Url filtering or so

Hi All,

Do nopCommerce have a URL filtering system or URL treatment module?
I'm asking why, since 3.70 version I having problem with the http posts by external servers how payment gateways in payment status notifications.
For example, if I place http://www.mystore.com/Plugins/PaymentController/ActionMethod the gateway receives a HTTP 200 from nopCommerce but the payment status is not changed in control panel.
If not place the protocol "http://" prefixing the URL in the payment gateway, all works fine.
Now from nopCommerce 4.00 the gateway receives a http 404 but the payment status is changed in control panel, provided you do not have the http:// prefixing the URL.

I'm fighting with this for a long time and no one in IIS forums, payment gateway developers forums, Stack Overflow and so have a answer or at least a clue about this.

I try to obtain a answer with a ISP but logically it not can help me why I have a domestic server.
