How do I know if I need a RouteProvider.cs in my plugin

Hello,

I'm using nopCommerce 4.0 with source.

I'm writing a plugin and I don't know if I need a RouteProvider.cs file.  How do I know if I need one.

I see that some of the existing plugins do not have a RouteProvider.cs and some do.  I can't figure out what the difference is.

I guess that answers my question.  If it works, why change it.  Unless someone else has an idea about it.
