Shipping options/settings

Hi

If you are NOT in the US/Canada/Australia. Is there a way to configure shipping?
I've read all the manuals and checked all the settings and I am still non the wiser.
We want some very simple Royal Mail settings a-la ebay:

1st class
24h
48h for UK

and

Regular International Air Mail
Signed-For International Air Mail

for international options.

Could not be that difficult (you would think)!

Any help would be appreciated. Happy to pay for advice/help as well (I get this is how open source works).

You want to configure
1. fixed shipping rates
2. by weight
3. by country, state & zipcode ?

On the page to Configure - Manual (Fixed or By Weight), you will see Shipping Methods button in upper right to configure your shipping methods:

1st class
24h 
48h for UK

and 

Regular International Air Mail
Signed-For International Air Mail

And then use the Shipping Method restrictions button to restrict methods to countries.
