Shipping Tax Category

How do you create a shipping tax category? Some states in USA charge tax for shipping and some states do not charge tax on shipping. There is no products for shipping so how do you setup a tax category for shipping?

You can set taxes for the individual states

Set up the tax category like any other.  Then in Tax Settings (Advanced), see these fields:
-Shipping is taxable
-Shipping price includes tax
-Shipping tax category
