nopCommerce 4.10 - Web (no source) : Can't open Plugins configuration page on admin area!

nopCommerce 4.10 - Web (no source)

I've been installed NC4.1 on IONOS ( Fresh install)
But after I login into the admin area, unable to open the plugins configuration page.
Thank you for your help.

Any error messages?  In browser?   In System > Log?
