EU VAT enabled version 4.2

Hi there
Im using version 4.2
im trying to set up my tax rules and have enabled "EU VAT enabled" setting in the admin section.
But this being enabled doesnt allow me to enter a vat mumber during check out (have tried as guest) have tried to register and still i cannot enter the vat mumber so that tax is not added.

i have tax set up as

Manual (Fixed or By Country/State/Zip)
20% rate
Ive added UK as 20 and france as 20% to test it.
when i check out froma france address it should allow me to enter a FR vat number and deduct the tax.
works fine in v3.9 so i guess ive missed something or its a bug?

any ideas?

I found the issue.
I wasnt using valid vat number for testing and had validate the vat number checked.
so it wasnt deducting vat as the number wasnt valid !
so all is fine. Hopefully this may help someone else!

Guest checkout.
You cannot enter VAT number during guest checkout. Is there a way around this?
