usps configuration saving wrong username

Hello, I am setting up the cart and in the usps when i type the correct user name in and password press save it reverts to  jewelry.capitolri which is a prefix for the email address. I have clear my browser tried different browsers but still does it.   tried reindexing?

I assume that by "in the usps", you mean the USPS plugin configuration page (admin)...
What version of nopCommerce?
Do it again, then then Check System > Log to see if any errors.

I don't think this error is related to your USPS config problem.  This is something regarding Scheduled Tasks.       Disable all the scheduled tasks.  The in the systm log, note the topmost message in the log (timestamp).  Now try the USPS config again, and then check the log, to see if any messages after the timestamp you noted before.
