Nopcommerce 3.9 CS0234 Error

I created a view model for checkout/complete.cshtml page. i dont get any error local and for a while on live. And then i got this error. I updated bin folder then it's ok. And then i got this error again. What causes this error?

Looks like namespace not found error. Can you please share the error message in English?
