in check out i can not select shipping address and method.

when i check out. i click the button "billing to this address" and then it goes to the payment page. it can not get into the shipping page. so i cannot select the shipping address or shipping method. Please help.

It means that you don't have shippable products in your cart. Thus shipping address/methods are not required.
