To get a site like that start adding the categories starting from "This week only" to "Wires". Once you have that select the "Show on Home Page" option for the categories such as "Floral Foam Product", "Mothers Day" etc. Once you have that you need to look at the links for "Valentines", "This week only" and save those links. Now the easy way is to just hard code those as Banner Links inside HomePageCategories control.

Once you have done that you wish to show the Category as a footer as well. For that copy just duplicate the CategoryNavigation control and call this from Master Pages and also from Category.aspx.

That should get you going.
