Goal: Want to add 6% Sales Tax to (Order SubTotal+Shipping) for Shipping Address in Georgia State.

How To Guide:
1) Go to Admin Panel > Configuration > Tax
2) Go to "Tax Category" tab, then Add new Tax Category called "Sales Tax" or call it whatever you want.
3)  Go back to "Tax Providers" tab and in "Manual (Fixed or By Country/State/Zip)" click on "Configure".
4) If you want customized tax rules, choose "By Country". If you want to set just one common tax rate then choose "Fixed Rates". You can set your rule here.
5) Go to Admin Panel > Configuration > Settings >  Tax Settings.

What i did was:
Default Tax Category: Sales Tax
Tax based on: Shipping Address
Tax Display Type: Excluding Tax
Prices Include Tax: Uncheck
Display Tax Suffix: Uncheck
Display all applied tax rates: Check
Hide Zero Tax: Uncheck
Hide Tax in Order Summary: Uncheck
Force tax exclusion from order subtotal: Uncheck

Since i wanted shipping taxed as well as per same rules:
Shipping is Taxable: Check
Shipping price includes tax: Uncheck
Shipping tax category: "Sales Tax"

After this don't forget to apply the Tax Category "Sales Tax" on each product via product edit page or in bulk via your database
