How to set tax in application of italian law

How to configure NopCommerce considering that the italian law requires:

1) Tax has to be applied to all italian customers (private customers or companies);
2) With reference to CEE-customers, tax has to be applied only to companies (NOT TO PRIVATE CUSTOMERS);
3) Tax has not to be applied to any extra-CEE customers (i.e. americans or asiatics)
