No Tax Provider and no way of adding it

Hi, I'm trying to configure taxes but there is no option at Tax Providers and no way of adding one tax provider.
Should I configure something before ?

You need to add a Tax provider plugin first, then you will see it on this screen.

But you may not need one...you can also configure tax rates manually within your admin area:

The problem here is that there is no way of configuring (or adding) Tax Providers, as you can see in the image.
Any idea of why this is happening ¿?

I had to install the plugin..
I thought this option was installed by default.
