Estimate Shipping Combination Not Working

Hi All,

Recently I have come to know that Estimate Shipping functionality isn't working the way it should be. There is a major issue with the combination of Country, State and Postal Code.  

We are using NopCommerce 3.80 version with and for shipping we are using Fedex.

The problem is we can put any country and state combination and any postal code. for example, I am selecting a different state and a postal code from a different state. still the fedex gives the estimate shipping charges
( based on the postal code, I guess).

I am trying with India country's postal code + state combination. It works fine when selecting United States. so thing is i can select a state and provide postal code of another state, still it accepts!

I wonder no one else has come across this issue and not reported.

Please tell me if any steps to be taken for this.

It was only fixed for 3.90
