I would like to find out, if it is legal for us to charge our client for Source code, after we have done modifications to it?

We have made numerous mods and changes to many processes and have added new processes to the Standard Nopcommerce 3.8 version. Can we then charge our client for the source code? if so.  What is a reasonable percentage to charge?
