Setting Order as Shipped does not set Order to a Complete status

Since these answers, is there a way to configure order flow?

When an item is shipped without tracking, we want this to be the final status... Isn't this standard functionality? How are we meant to know if it was actually delivered or not when there is no tracking number?

Nevermind..

In 4.2 I can see an option in Configuration -> Settings -> Order Settings

Uncheck - "Complete order when delivered"
