How can we set up nopCommerce shipping to be:
1. Calculated (we already have this)
2. The customer enters in their own UPS or FedEx number so that it bills to their account?

If the customer is paying shipping through their own carrier then the shipping rate is $0. You can provide a shipping method (e.g. through Fixed Rate plugin) to have that option shown. But, you still need a place for them to enter their account number. You could use a checkout attribute for that, but the prompt is on the shopping cart page not the shipping method page...
Otherwise, it needs to be customized to prompt on the shipping method selection page. We've done that for a client in the past (with a Widget Plugin). Contact us at support at noptools.com if interested.
