Adding parcel photo to shipment for a customer. How?

Hi there!
Currently using NC 3.90.
We want to show parcel photo(s) with track-number(s) to a customer after a parcel is packed and shipped. So customer can see the parcel on the order details page (in shipments).
How to do it? Is there any plugin for it?
It would be great to add parcel photo with the track-number in admin.
Looking for any ideas.

I don't recall for 3.90, but 4.20 allows an Order Note to have an 'Attached file'
