Turn off shopping cart due to coronovirus outbreak

Is there a way to stop people from buying goods on our site. We would like the site to still be online BUT customer to not be able to purchase items.

This is due to the coronovirus outbreak in the uk

Go to Access control list. Uncheck Public store. Enable shopping cart for all customer roles.

I think it's better to tick "Checkout disabled" in admin area > configuration > settings > order settings
