"The service is unavailable" when Reloading Plugin List

Hi all,
I just installed nopCommerce 4.3 for a new website I'm creating. Right now I'm working on refactoring  my plugins from nop 3.9 to work with 4.3, however, whenever I click the "reload plugin list" button I get an empty white screen with the message "The service is unavailable". If I refresh the page everything comes back up but I'm not sure where this message is coming from or how to remove it. I've also looked at the system log and there aren't any records that are generated with this message.
