An error occurred while starting the application

The website got an intermittent error as
"An error occurred while starting the application.
.NET Core 4.6.27414.05 X64 v4.0.0.0 | Microsoft.AspNetCore.Hosting version 2.2.0-rtm-35687 | Microsoft Windows 6.1.17601 S"

After restart the application pool, it works again, then after few days, it got the same error message.

What may be the problem?

We are having this same issue after moving to AWS server...any ideas?
