How do I automatically deploy NopCommerce with required plugins?

I'm in the process of upgrading a 4.1 site to 4.3. I am using AzureDev Ops to build and deploy the production and beta versions of the site.  Currently, NopCommerce will build all plugins and copy them to the Plugins folder.  This works fine, but if you're using 3rd party plugins without project files, you have to manually upload them to your server.  Is there a more automated way to do this?

Noting that you can not use v4.1 plugins in v4.3
Can't you just copy the 3rd party plugins into the plugin directory then they will be published along with all the others.

Just to be more specific, that would be the \Presentation\Nop.Web\Plugins folder in your source code version.
