Unpublished Products Visible On Other Stores

Hi all,
I have an unpublished product that is visible from the public site on stores that it isn't assigned to. If I visit the product URL from this site I get an error, as I believe I should since the setting "catalogsettings.allowviewunpublishedproductpage" is set to False for all stores. However, if I visit the same URL on another store it is visible. If this is not a bug, what should I do to fix this?

My nopCommerce version is 3.9 and I have multi-store enabled with multiple stores.
