Which tax is being applied to a shipping?

I think if you make shippingpriceincludestax  True , then the system will not add tax to shipping (because it thinks that your shipping provider has already taken care of it).

As I said in my previous comment, and it's pure try error approach, unless I set this variable, 'shippingpriceincludestax' to 'True' (and the other conditions that I documented) nothing changed.

That being said, any other idea? How can I identify the tax classes which setting 'taxsettings.shippingtaxclassid' looks like is referencing?

I think that "Class" means Category, so it should be based on the drop down selection in the tax settings page when you select "Shipping is taxable  "

Alternately, look in the database:

I don't recognize TaxRateTransp table.  Are you using a custom tax plugin?

(You don't need all those conditions in your UPDATE.  The "Id" field is the key of the record.
update TaxRateTransp set Percentage=21 where Id=6

Showing us StateProvince table contents is not really relevant.  If you know SQL, you can JOIN to it to see the state/abbreviation referenced by the TaxRate table)

Yes, 'TaxRateTransp' is a table which belongs to a custom plugin, 'Tax.CountryStateZip'.

Unfortunately I was unable to find either a proper reference to any documentation nor source code of it.
