Send email after adding shipment from third party

Is there a way to trigger shipping email after adding shipment from third party (insert SQL data)?

Please clarify "adding shipment from third party".

In any case, the only supported (out of the box) event/emails are the ones listed in Message Templates.

There is a ShipmentSent.CustomerNotification template, but it's not clear what you mean by "from third party".
