4.3 multi warehouse orders are not reserved in stock in clean install

I upgrade 3.9 to 4.3 and I noticed that products are not placed as reserved in the stock quantity when using a multi warehouse configuration. Result is wrong stock quantity.
To investigate the problem I installed a clean 4.3 with sample data. The problem is the same.

Any idea what is causing this problem?
