bug translating Custom address attributes

when i have 2  language it show fine and not have bug
when i use only my local translate and disable the english one it is show english transale ,
in front and in admin

By default translatable properties are used if more than one language is configured in the store, otherwise, the value from the Standard tab is used.

yes  the value come from Standard tab , and i save there in english ,so if you plan it like this than it is not abug.
