nop 4.40.4 - download order note as guest customer?

Hi all,

we sell PDFs that are attached to order note with "display to customer" = true and in 4.20 customers buying as guest were able to download from the e-mailed link.  After the upgrade to 4.40.4, the link goes to login page and since they were guests, they can't log in.

Is that something that changed between 4.20 and 4.40.4 (or is it just us)?
If so, is there a way to get the old behaviour back?

I'd have to take a closer look but I don't think so. These are not e-books, they're generated on demand out of an archive of millions of documents. I doubt making a "downloadable product" for each of those is a viable solution, esp. since most of them will never be bought
