country validation issue when adding new address

customer portal --> login  --> Click on  My Account --> Click Addresses --> add new address --> here without giving country or without selecting any country, address is saved. but country field have mandatory asterisk mark then also address is saved. validation is not fire for country when click on save button.

I enabled these things like country and state/province enabled both ,but it is nit showing the validation like(country is required exactly like while we registering in that form we can see the country validation is firing if we enabled it in customerformfields of settings),likely i do the same thing in addressformfields i enabled that country and state/province .
Can u please check this once i have get rid of these once.

Thanks for replay sir,  we are using same version nopcommerce 4.60.2 , in this version only issue is getting , My account --> Addresses -->Click on add new button  --> here country field have mandatory asterisk mark but without selecting country address is saving , validation is not fire..
