Struggling with  the same issue. Tried with  clean rebuild..by deleting obj and again rebuild ,...manually pasted the error file under obj/release .
Still not Resolved...

Is  anyone found the solution ??

A couple of things I have noticed:
Sometimes Visual Studio appears to have problems with the total length of the file name string or the make up of the string - which sounds crazy I know - In this case I use less subdirectories or rename the subdirectories.

Also if debugging sometimes files get locked by the IIS / webhosting application not closing down properly and you need to close / restart Visual Studio (Maybe version dependant)

I resolved the same bug  by minimizing the folders.
previously my main application  was within folder in folders. and it was exceeding the file path.

I faced kinda similar issue, Sometimes the files get locked with IIS process, Try stopping the IIS and restarting visual studio then try publishing again. It works at least for me !
