Don't allow adding same Product Specification Twice? Add Specification Attribute ONLY ONCE

Let's say I have created Product Specifications like:
1. MADE IN:
    options: USA/GERMANY/BRAZIL
2. MADE FROM:
     options: PLASTIC/COTTON/STEEL

If there is already "Made In" Specification, then hide it from selection.

If it has MADE IN like so:


Then it must be hidden from here:

You would need to customize the source code. It would be helpful for your implementation but for others who might have multiple production countries. It might be better to filter it based on the value. Thoughts?
