Tax and e-invoice plugin

I would like to create a custom plugin for the electronic tax and invoicing system in the Kingdom of Saudi Arabia. There are technical requirements for electronic billing in Saudi Arabia that can be read via the link https://zatca.gov.sa/en/E-Invoicing/SystemsDevelopers/Pages/default.aspx.
If anyone has the technical knowledge to implement this add-on, please send me a private message.
