Setting up a non-AD Failover Cluster for SQL Server 2019 with Always On availability

Do you know how to set up a non-AD Failover Cluster for SQL Server 2019 with Always On availability and live replication and auto failover between Nodes in the cluster? Each server in the cluster has TWO IPs. If you know exactly how to do it, DM us.
