NOP on Azure App Service "Always on" causes crash on NOP Restart

Not sure if this is NOP or Azure App Service, but after much frustration, the crash & 503 error received after a nop restart  seems to be due to the Azure "Always on" setting. Turning it off has fixed all instances and  can be reproduced on all by turning back on. Using 4.5.X

Hoping someone else may know a fix ? Leaving off is not ideal for production sites

Well, it seems it may be this plugin after all - not the Azure setting as first thought.
