please help, pick up point problem. Pick Up always showing even if wrong state

hello dear developers.

i use nopcommerce version 3.90

i live in MOSCOW and have Pick Up point in Moscow (my store is located in Moscow Region State)

my problem is that Pick Up is showing always even if region (state) is not Moscow

I need customers select Pick Up only if they are from Moscow

I created Pick Up point and it is Moscow State (region)

how can I fix this ?

It's going to require customization.  However, I think even in 3.90 (?), the Pickup option is shown before the customer has to enter an address.
