Sitemap Enabled wont stay checked

V 4.50 - 2 stores in one database
Config/settings/general settings/sitemap

When I tick the checkbox of sitemap enabled and then click save it unchecks itself.
How do I get it to stay checked and add it to the footer menu?

Enable it from admin -> Configurations -> Settings -> All Settings (Advanced)
-> make this sitemapsettings.sitemapenabled true

sitemapsettings.sitemapincludecategories
sitemapsettings.sitemappagesize
etc.
Filter "Sitemapsettings" to see them all.
