Customizing NopCommerce using Install.aspx

Am I looking at this correctly? Do I need to create a skin file for the Install page in order for this page to load? Each time I point my browser to the .../Install.apsx page, I am re-directed to the Default page instead??

Disregard post! I have discovered how to accomplish what I was asking about.
The documentation does not point out that one needs to unzip the files onto your file system, open IIS and add a new virtual directory that points to the "C:\NopCommerce\NopCommerceWeb" folder. Once this is done, and from within IIS, browse the ~/default.aspx file - the Installation page opens and you are able to complete the install!
