We have customers that are wholesale customers. In order for us to not charge them sales tax, we need to have their tax exemption license on file. Right now, we have these emailed to us and are stored locally.
It would be nice to have a custom field for our customers that allow a file to be uploaded and/or updated.

I'd just suggest that it be driven based on ACL permissions. We wouldn't want just any registered customer to be able to upload files, only those we have already authorized and set to a particular customer role.
