Frequent bot attacks pass through security

The commercial server goes down because the site NOP 4.20 get numerous bot attacks.  Blocking IP addresses does not solve the issue.  Is there a way to strengthen the security ?

what is your server configuration?  E.G. windows or linux OS, any cpanel or plesk, any security modules already installed like modsecurity or cphulk, etc
