Instant Error referencing SendInBlue - unable to run

Hi, I have twice downloaded the source code and run through the startup procedure, each time a database is correctly created. But when I run the solution from within Visual Studio I get an error 'Nop.Plugin.Misc.Sendinblue'... does not have an implementation. I imagine that I need to add a plugin but how to do this without being able to access the initial front end?

We need to give full access permissions to the files of the project in windows.
