Tooltips on store options ?

Is there any reason why tooltips were not implement on the user storefront side?
They exist beside every option on the Admin side.

Specifically, to help a user understand what a specific option is. Instead of filling the screen with text below each attribute, why not allow tooltips? So the attribute description only appears when the mouse hovers over it?  It seems like a simple way to make the user experience easier, and I'm wondering if there is a reason why it's not there?  Or has someone implemented this in a certain way?

What "attributes" are you referring to?  In general, tool tips are for a large amount of text.
For the product page, the "text below each attribute" is so that the customer can select the option.
