Language Problem..

I have downloaded the English language Pack, and then traslated the English in the XML File to my country Language - Hebrew, since there is not Hebrew language pack.

When i exported the XML file to add my language to my NopCommerce shop, it worked but instead of Hebrew, squares appeared... i guesse it is a decoding problem, but any of  the optional language codecs did not fix the problem.

My question is, how can i upload the translated XML file so my language would be displayed normally?
Is there a way?
