Shipping By Weight Showing Too Many Fields

When setting up shipping by weight, there is a checkbox to "Use Percentage". Underneath of that there is the box to set the "Charge Percentage" and underneath that one is a "Charge Amount". I would believe that the "Charge Percentage" box shouldn't be shown if the "Use Percentage" checkbox isn't checked. As well, if the "Use Percentage" checkbox is checked, the "Charge Amount" box should be hidden.
