Phase out Flash?

There is a work item to Phase out Flash.  My question is why is this needed?  Where is presently Flash used?

Because Windows 8 won't support Flash out of the box (should be installed). It's better to use java-script for file uploading. Currently Flash is used for picture and file (for downloadable products) uploading
