Can't Get Tax to Work

I'm hoping I'm just missing something simple here, but I'm having a problem getting the tax to calculate.

To sum up what I need to do and what I've done already, I have a client who needs to charge a 6% sales tax for people who live in Florida.  To accomplish this I did the following...

- In the Tax Settings I have Tax based on Shipping Address
- My Default Tax Provider is Tax by Country and State
- I created a Tax Class called Taxable
- For my Tax by Country and State Provider I added a Tax Rate with Country set to United States, State set to Florida, Zip Code set to All and Tax Category set to Taxable
- I added the Taxable tax class to all of my product variants.

After doing all this the shopping cart still does not calculate a sales tax for a Florida customer.

Am I missing anything?

Anybody know if this was something that was fixed or addressed in version 1.3?

I looked through the change log, but didn't see anything that specifically mentioned the tax configuration.
