Shipping Help - Different Rate by Province (or State) for Order Weight

We are looking at quickly moving a client over to the nopCommerce platform from Microsoft Site Server 3.0 Commerce Edition.   We have moved the majority of their 10,000 products over but have run into a bit of a snag with shipping.

Currently the way their existing shipping is setup (the client is in Canada) is something similar to the following...

Within Canada to Province A,B,C
Order Weight between 0 and 10 equals flat rate of $8.00
Order Weight between 11 an 20 equals flat rate of $8.50

Within Canada to Province D,E,F
Order Weight between 0 and 10 equals flat rate of $11.60
Order Weight between 11 an 20 equals flat rate of $13.05

To USA (they don't ship Intl)
Order Weight between 0 and 10 equals flat rate of $15.00
Order Weight between 11 an 20 equals flat rate of $17.50

Is there a way to achieve this in nopCommerce?  Essentially it is Zone Shipping by total order weight.

maybe there is another way, but you should be able to achieve this using 'shipping order by weight' shipping computation  after making the code change here

and creating 3 shipping methods (configuration-->shipping-->shipping methods):

Canada to Province A,B,C
Canada to Province D,E,F
USA
