Required some assistance on portal’s performance optimization.

Normally, We have observed that website runs to slow on production server sometime. We have already tried performance optimization configuration & Settings as well as also increase server capacity but still failure.
Production Server Configuration:
OS : WINDOWS ServerR2 2012
Processor:intel(r) xeon(r) cpu e31230 @3.20GHz (64 bit)
RAM : 8 GB
SQL SERVER : SQL Server 2008 R2
IIS Server : 8.0.9200.16384
As per our troubleshooting and analysis, we identified the two diff use cases in which we can see some movement related to the performance of the running portal.
UC1: When portal running slow and we restart from the IIS - some minor change in performance
UC2: When portal running slow and we restart the application from NopCommerce back-end through Restart Application Feature then after restarting the website, performance seems to be under control for some period of time.
Would be great if anyone can suggest and assist for further performance optimization of Nop 3.70 portal.
